Penn undergraduate aid is entirely need-based. The University does not award scholarships based on academic or athletic merit. International students who are admitted as financial aid applicants will receive no-loan financial aid packages based on a family's demonstrated need that can go up to the full cost of attendance, just like students from the U.S., Canada, and Mexico.
